 Abstract   Online learning is now under rapid development as a result of the multimedia and Internet development. Teaching and Learning can be now based on Internet. It comes to a question that how we can make users learn web-based material or lecture easily. Although many web sites provide web-learning package, they all are purely changing the materials from paper copy into soft copy in html form with some animation to enhance the learning interest. Besides that, there is no anything special. In Far-East, the mother tongue is not English which may impose some difficulty for them to study engineering because a lot of literature are written in English. This is especially for power electronics which is an emerging technology and many documents, technical papers and books are written in English. However, a proper Web-based teaching and learning package should consist more function than that. A Web-based teaching and learning package is developed especially for Power Electronics course. This package aims not only to present the material in the web, but also provide a number of features to enhance learning capability. It includes advanced translation and language tool namely browser enhancement system (BES). Actually the BES is a plug-in program written under Internet Explorer (IE) environment. The main function is to translate a text and to give explanation of selected text under the IE. Also the BES program can change a text presentation into speech presentation. The main difference between BES and the conventional approach for text translation is selecting a text under the IE instead of inputting a text into a text field by users. This innovative method of the translation can also be used anywhere in the world. The package also includes some other features including interactive exercise tool. The package has been very well received by both lecturers and students.
